Abstract

This paper examines the formation, policies, and challenges faced by the government that came into power after the removal of Imran Khan’s government through a no-confidence vote in April 2022. Imran Khan’s government (2018-2022) was considered to be the first experiment in hybrid rule—one in which the military establishment plays a key role in policy-making—in Pakistan. It was followed by Shahbaz Sharif-led government (2022-2023), that is generally referred to as hybrid rule 2.0. The focus of this paper is thus the formation, policies, and the political and economic challenges faced by hybrid rule 2.0.
