Imran Khan’s government (2018-2022) was considered to be the first experiment in hybrid rule—one in which the military establishment plays a key role in policy-making—in Pakistan. It was followed by Shahbaz Sharif-led government (2022-2023), that is generally referred to as hybrid rule 2.0.
